The handwriting on the back would appear to be Russian and one person is identified as Gottlieb Borgardt, which isn't out of the ordinary as a fair number of Germans lived in Russia at the time. Also, they're holding 1881 model Russian Dragoon Sashkas. The frame is ornate gilded paper over wood.
